On or about August 24, 2026 the Agency of Commerce and Community Development (the Agency) will authorize the Preservation Trust of Vermont to submit a request to the State for the release of Community Project Funding (CPF) funds under Consolidated Appropriations Act, 2023 (Public Law 117-103) to undertake a project known as the Snowsville Fan House Revitalization for the purpose of rehabilitating an historic 6-unit housing restructure into 4 units of housing including foundation work, exterior siding repair, window restoration, rebuilding the front porch and barn, and a dormer addition. The project is located at 38 Farnsworth Brook Rd, Braintree, VT 05060. The estimated project cost is $2,000,000, with $250,000 in CPF funding.
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at The Agency of Commerce and Community Development, Department of Housing and Community Development, 1 National Life Drive, Davis Building, 6th Flood, Montpelier, VT 05620 and may be examined or copied weekdays 9 A.M to 5 P.M.
Public Comments
Any individual, group, or agency may submit written comments on the ERR to the
Agency; Attn: Environmental Officer, Agency of Commerce and Community Development, Department of Housing and Community Development, One National Life Drive, Davis Building, 6th Floor, Montpelier, Vermont, 05620 or via email at grace.vinson@vermont.gov. All comments received by August 21, 2026 will be considered by the Agency prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
Environmental Certification
The Agency certifies to the HUD that Ann Karlene Kroll in her capacity as Grants Management Director consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Agency’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the PTV to use Program funds.
Objections to Release of Funds
The State will accept objections to its release of funds and the Agency certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer, Ann Kroll; b) the Agency has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the Agency; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the Agency. Potential objectors should contact the Agency to verify the actual last day of the objection period.
